Job Title : Project Manager – Crisis Monitoring and Response System

Background

The Government of Indonesia, through its National Planning and Development Agency (BAPPENAS) is preparing a monitoring system to determine the impact of the global economic crisis on Indonesia over the course of the next year. The monitoring system will generate real time information across Indonesia so that appropriate policy responses can be employed to alleviate the impact of the crisis on the poor and vulnerable.



This crisis monitoring system would incorporate following key activities:

(i) Identification of a set of key indicators, as well as their data resources, which can be regularly monitored. These indicators will serve as the first assessment of where the crisis is having an impact, how it is being transmitted to households, what coping mechanisms households are using in response, and the consequent outcomes;

(ii) Development of a household survey to provide data on key indicators where the data are not available from existing sources, or would not be available in a timely manner;

(iii) Development of a desktop reporting system which will allow end-users to display the monitoring indicators in different ways, such as displaying a national- or province-wide summary of a single indicator or policy focus area, a kabupaten-specific summary of all indicators;

(iv) Rapid qualitative assessment of the accuracy of the signals, the underlying causes and trends driving these indicators, and the potential effectiveness of various policy responses.



The World Bank is supporting the development and execution of the crisis monitoring system by providing technical assistance to the government across all aspects of the monitoring and response system, including information systems and managing the reporting process.





Duties and Responsibilities

The Project Manager is responsible for providing overall leadership, management and co-ordination in the Crisis Monitoring System (CMS) project, particularly:



1. Provide strong leadership in functional CMS management and co-ordination to ensure that the project activities and processes operate to achieve the objectives. Ensure timely preparation and implementation of project plans, procurement plan, monitoring and evaluation plan and stakeholder participation plan.

2. Develop organizational framework to ensure coordination of activities across stakeholders and government counterparts. Liaise effectively with government counterparts and other relevant stakeholders. Ensure consultative and participatory processes with stakeholders.

3. Provide practical and effective guidance for members of the World Bank Technical Assistance (WB-TA) Team to support planning and operations of the project.

4. Consult closely with BPS-Statistics Indonesia on the preparation and implementation of the planned household and facility surveys.

5. Coordinate and provide technical direction on the development of analytical framework.

6. Coordinate and provide technical direction on the development of desktop reporting system.

7. Facilitate effective overall project operations and organize regular meetings with government counterparts and other stakeholders, prepare minutes and implement agreed actions/decisions and action plans.

8. Ensure that outputs of CMS activities are delivered on time, to a high quality and within agreed budget.

9. Review consultancy reports and deliverables of member of the Technical Assistant Team against intended outputs. Advice regularly the World Bank’s Poverty Group Task Team Leader and Bappenas of progress.

10. Produce comprehensive reports after each survey round and a final report. The reports will provide an overall picture of the impact of the crisis at the district, provincial and national level, synthesizing the analysis of the activities and processes and discussing the effectiveness/challenges of the project with recommendations.

11. Develop a monitoring and evaluation framework of the project performance.

12. Develop institutional and organizational frameworks for the development of a sustainable monitoring system, beyond a crisis monitoring system and lessons learns from establishing such system. This includes identifying relevant counterparts and stakeholders, their particular roles and responsibilities, overall project activities and processes required.



Outputs of Consultancy

The consultant will produce the following outputs during the course of the consultancy:



§ A work plan, which maps all activities, along with timetable of specific action plan.

§ An organisational framework, with clear role and responsibilities of key parties.

§ A monitoring and evaluation framework, covering measurable key performance indicators to be monitored and evaluated.

§ A comprehensive report after each survey round and a final report.

§ Institutional and organizational frameworks for the development of a sustainable monitoring system.



Management

The Lead Analyst of Crisis Monitoring System and Response will be assigned to the World Bank’s Poverty Reduction and Economic Management Department (PREM) and be supervised by the World Bank’s Poverty Group Task Team Leader in Indonesia.



Length of Contract

The Consultant will be on Short Term Consultant (STC) appointment status with maximum of 150 working days in a year.



Selection Criteria

* PhD or Masters in social sciences, economics, mathematics, or statistics.
* Minimum 8 years relevant work experience in management of development projects or in management of monitoring and evaluation systems for development projects.
* Proven experience in managing projects which require data collection and analysis.
* Detailed knowledge of monitoring and evaluation systems
* Proven experience working with developing country government counterparts
* Excellent writing and communication skills in English.
* Fluency or proficiency in Bahasa Indonesia is an advantage
* Strong quantitative skills including data collection, data management and analysis are an advantage

As the World Bank endeavors to become a preferred development partner – not just to the government of Indonesia, but to Indonesia as a whole – the need to communicate clearly, effectively and cohesively in Bahasa Indonesia is imperative.

To help us communicate beyond the World Bank’s traditional audience of stakeholders and beneficiaries and ensure consistency in the language and style of all World Bank communications materials, we are looking for a dynamic linguist and communications specialist to become an integral part of the central communications team for the World Bank in Indonesia who is capable of:
a) ensuring that all World Bank documents and publications are reproduced in readable and accessible Bahasa Indonesia;
b) managing the reproduction process across his/her own network of competent sworn translators;
c) from time to time, providing consecutive oral translation in various fora with great precision, clarity and confidence, or providing outsourced high quality translators for such purposes; and
d) contributing to the full spectrum of tasks and functions performed by the WBOJ Communications Team, beyond the scope of translation.

This position requires supeb bilingual skills and the ability to provide highly accurate translations from English into Bahasa Indonesia and vice versa (either through the network of contract translators, or personally). The successful candidate will interact intensively with the communications/web team, including the web editor as well as other translators on hire by WBOJ, and more broadly with all sector and project teams Bank-wide


Duties and Responsibilities
• Through direct preparation, or supervision of consultant/contractor products, translation of World Bank Group documents for posting on the web or for print with an eye towards producing Indonesian versions which convey the facts and nuances of the original documents, but in a style of Bahasa Indonesia that is readable and accessible to a wider public. This requires conducting necessary research for each document being translated to ensure that meanings are interpreted correctly and in full, and that appropriate specialized terminology is employed.
• Seeking competent sworn translators capable of producing readable and accessible Bahasa Indonesia documents in the event of high internal demand for translation work. The successful candidate will ensure that the Bank has an on-call network of approved translation consultants and firms, for work across all sectors and projects
• Managing the translation process across the Bank’s approved network of translators, maintaining quality, timely delivery and ensuring full compliance to all procurement requirements.
• Coordinating all aspects of the translation process of publications and documents (including any editorial changes, quality assurances, etc.) to ensure consistency of style and terminology in the final products.
• Acting, from time to time, as a consecutive translator in pre-determined engagements involving government officials, non-Bahasa Indonesia speaking senior World Bank staff and media.
• Undertaking, from time to time, translations, of sensitive or confidential nature and often on short notice, at high level WBOJ meetings or for key documents or articles
• Responding to client complaints on a timely basis and determining corrective action necessary to prevent recurrences.
• Coordinate and collaborate closely with EXT’s publications designer and web editor to ensure an overall high quality Bank communications, publications, and web postings.

II. RESPONSIBILITIES

The Finance and Administration Assistant will be responsible for:

A. Administration and Management

1. Correspond with internal and external parties, via email, fax, and related communication means, with high accuracy in typing and spelling.

2. Assist in receiving, screening, logging and routing correspondence and maintaining follow-up system for the Country Representative (CR), FAM, and other Project Staff.

3. Creating and maintaining office filing system and equipment record system
• WPF filing system: maintain general files, secure all files keep file updated at least on a weekly basis and arrange WPF office housekeeping matters.
• Maintain and control stock of WPF forms, office stationery and supplies; prepare, maintain, update and keep equipments records of WPF expendable and non-expendable properties.
• Ensure adequate and timely availability/procurement of office supplies and consumables
• Keep records and lists of equipments up to date and take a code for the each goods.

4. Maintain Communication, library and data system:
• Operate electronic mail, fax and other network functions; make photocopies.
• Regularly update lists contacts and WPF partners: names, addresses, telephone numbers and e-mail/web-site, including WPF personnel.
• Place and screen telephone calls and answer queries with discretion.
• Assist in distribution of WPF publications and information materials. Keep records and lists of these materials up to date.
• Maintain and keep records of WPF library
• Assist in translating simple-text documents from English to Indonesia and vice versa.

5. Responsible for the office maintenance and day to day operation

6. Ensure that the office and its equipment are in good condition and kept clean and secure. Arrange for maintenance and repair as necessary.
7. Provide assistance to the CR, FAM and other Project Staff in administrative support

8. Make arrangements for travel and accommodation for office staff, visitors, and WPF partners, both within Jakarta and outside of Jakarta, as well as international travel.

9. Assist the Project Managers in making arrangement for appointments and meetings with external parties, arrangements for meetings.

10. In collaboration with the FAM and Project Staff, assist in planning events: organize WPF Guest visit, Workshop, official trips, special meeting and/or review sessions, prepare itinerary, briefing materials for WPF guests, provide administrative support services to WPF seminars/ workshops/meetings in the office and collate materials for the meeting organized outside the office.

11. Perform other function-related duties as needed by the office.
